The Motor Carrier Credentialing System (MCCS) Rewrite Project leaders prefer an off-the-shelf software as a service (SaaS).
“The project will reduce the operational risk to the department using improved technologies and ensure long-term support and operability,” according to committee documents.
Request for offers (RFO) No. 608-24-20837 outlines the MCCS requirements, and responses are due at 3 p.m. July 24.
The respondent will provide:
- Short-term programming
- Long-term application requests
- Continuous collaboration
The MCCS application facilitates “motor carrier-related credentialing services,” “tracks and manages the applications for credentials” and “tracks and manages the certificates.”
The selected vendor will also provide, implement and maintain the associated complaint monitoring system that relies on MCCS data. This may be provided by the respondent or a subcontractor.
The MCCS handles out-of-state, intrastate operators that are registered with the U.S. Department of Transportation and have a valid USDOT number, and it is managed by the Motor Carrier Division.
For context, MCCS registrants include:
- Commercial vehicles more than 26,000 lbs.
- Hazardous materials transports with placarding
- Farm vehicles that are more than 48,000 lbs.
- Vehicles that transport more than 15 passengers, including the driver
- Commercial school buses
- Vehicles that transport household goods
