El Paso County Seeks Enrollment and Benefits System

The contract will have an initial term of three years, with potential extensions.

El Paso County is seeking online enrollment and benefit administration services in a Request for Proposals (RFP) due Aug. 24.

The system will integrate with current systems and has a three-year term and two potential one-year extensions. Responses are due via Ion Wave or by hard copy.

The county has 2,883 eligible employees and about 2,500 enrolled in benefits plans, according to the RFP. The current vendor is T.E.B. Benefits Group Inc.

The RFP has a detailed list of 33 preferred functions that include:
  • Administrative and end-user functionality
  • Perform mass data uploads and imports
  • Support open enrollment for the end user and administrators
  • Provide COBRA-related processes
  • Data privacy, vendor privacy
  • Full insurance verification and reporting
  • Track various changes, such as salary rates
  • Employee self-service

Benefit providers include Aetna, PayFlex, Standard Insurance Co., Texas County and District Retirement System, El Paso County and prepaid legal services.
