Employee Retirement System Considers Compensation Software

The agency manages benefits for more than half a million Texas employees and would like information on end-to-end software for its own bonus plan.

The Employee Retirement System of Texas (ERS) is seeking information about end-to-end software solutions for use in calculating the agency’s annual incentive compensation plans.

The RFI is included in a request for proposals seeking a firm to validate annual incentive compensation.

According to the state auditor, ERS awards the incentive compensation based on “qualitative and quantitative performance goals.” A portion is based on trust fund performance, and 79 employees received $6.2 million in 2021.

The RFI is included with RFP posting No. 23-12735-001, available at the Texas SmartBuy website. However, ERS opportunities are posted in full at its BonFire Hub, and responders should be registered there. RFI responses will be used to inform a potential solicitation, but there is no guarantee.

ERS manages benefits for more than 115,000 retirees and health-care benefits for 538,000 active employees, retirees and dependents, according to the system's 2024-25 legislative appropriations request.
