Harris County Universal Services Seeking Cloud Management System

The system will manage work orders, assets, finances and budget needs for the division encompassing IT and fleet services in the state’s most populous county.

Harris County, the third-largest county in the nation, has put out a request for proposals (RFP) for an asset and work order management system to be used by Universal Services.

The RFP’s close date is 2 p.m. April 15, and the question due date is Tuesday, March 26.

Universal Services, with about 500 employees, provides IT and fleet support across Harris County with solutions to optimize business and operating models of supported agencies, according to its website. The county has 4.8 million residents, and the county seat is Houston.

As per RFP no. 23/0510, the division is looking for a vendor with five years’ experience that can provide a software solution to meet Harris County’s large-scale needs and integrate with existing software, including PeopleSoft.

The system will support at least:
  • 5,000 customers
  • 200,000 assets
  • 1,000 work orders per month
  • 150 concurrent customers
It must be secure, cloud-based, comprehensive and automated; the system will support land mobile radio asset management, work order management and billing processes.

The detailed RFP specifies the need for data migration, unlimited attachments for work orders, auditing with time stamps, supporting a multiuser environment, mass updating and other requirements befitting a modern system.
