Heather Hall Named CIO of the Year

The Texas Workforce Commission CIO was recognized for her industry involvement and leading through swift change and modernization at the agency and beyond.

Texas Workforce Commission (TWC) CIO Heather Hall, a career technologist with a deep background in state government, was named CIO of the Year during the Nov. 21 Texas IT Leadership Forum* in Austin.

She is involved at the agency, state and national levels, sharing information and finding new ways to upskill and support job seekers in Texas.

Hall and her team have been busy modernizing systems and bringing emerging tech to the agency, dedicated to “helping Texas employers, workers and communities prosper economically.”

TWC was already ahead of the pandemic era’s IT needs five years ago, having implemented digital signatures and Microsoft Teams. She and her team then saw an opportunity for chatbot implementation and ran with it.

“I could never get to a good use case for a chatbot,” she told Industry Insider — Texas in October. “Then as soon as COVID hit, our telecenter started getting overwhelmed. We worked with a vendor partner ... and implemented in like four days. It was the perfect use case.”

That was Larry the Chatbot. The agency has since led with accessibility and low-code programming, modernized its vocational rehab case management system and launched IT apprenticeships. The agency has also tested some 135 AI-related use cases, according to the nomination.

Hall serves as president of the Texas Association for Strategic Solutions and Collaboration in Computing and is on a national unemployment insurance steering committee.
