Higher-Education Agency Seeks $15M for Security Software

Requirements for the software include protecting confidential data and supporting innovative platforms.

The agency responsible for promoting access to quality higher education across the state has requested $15 million to implement new security software and consolidate legacy applications.

According to the Texas Legislative Budget Board’s 2024-2025 exceptional-items presentation, the Texas Higher Education Coordinating Board (THECB) looks to use these funds for the following:

  • Protecting confidential data
  • Supporting innovative platforms that engage students and stakeholders
  • Rewriting, consolidating and retiring legacy applications to create a more sustainable, cost-effective and secure application portfolio

For more information about the agency and its recent purchases, here is a brief overview:

THECB was established by the 59th state Legislature in 1965. At the time, the agency’s goal was to provide unified planning and development of a comprehensive higher education system within the state.

Since then, the agency has added developing and implementing innovative higher education policies and working with the state Legislature and businesses to align higher-education goals with the state’s economic needs to its list of responsibilities.

As for the agency’s purchasing power, THECB spent $7,570,852 in 2021, according to the Texas Comptroller's “Payment to Payee” visualization. Its top purchase was $3.2 million for computer services provided by the Texas Department of Information Resources (DIR).

In 2022, those numbers jumped to $26,040,151 in total spending, with $16.1 million spent on computer services from DIR.
