Houston-Galveston Area Council Seeking Intelligent Transportation System

The selected vendor for the Houston and Galveston area will be responsible for federally required architecture.

The Houston-Galveston Area Council (H-GAC) is seeking to update its regional intelligent transportation system (ITS) and develop an inventory tool to assist with transportation project prioritization, benefit cost analysis and economic impact analysis.

The area council includes 113 local governments across 13 counties, contains 12,500 square miles and has more than 7 million residents, according to the documentation.

The request for proposal (RFP), project ID No. TRN23-02, was issued to meet the Federal Highway Administration's ITS requirements. H-GAC developed an ITS architecture in the early 2000s and then updated it in 2017.

The contract’s expected start date is October and will “collect sufficient information from system operators to update” the ITS architecture. The selected vendor will interview transportation agency staff and collect information on system architecture, information flow, existing and emerging projects, vehicle automation, integrated corridor management and communications.

Goals include:
  • Bringing existing architecture to current national standards
  • Developing various inventories
  • Creating a geographic information system (GIS)
  • Creating databases
  • Creating a method of collecting information
  • Meeting with various stakeholders
  • Meeting with Texas Department of Transportation representatives

There will be a Zoom meeting at 2 p.m. July 6, and the sealed request is due Aug. 3.
