Railroad Commission Will Contract for Data Management System

The 2019 contract was worth $9.2 million, and the next will likely be a sole source.

The Railroad Commission of Texas (RRC) will be posting a request for offers this summer, seeking to procure IT services for its Risk-Based Data Management System (RBDMS), according to a pre-solicitation notice.

The system is developed and supported by the Ground Water Protection Council (GWPC), which offers multiple products to address state resource management. More than 20 states participate in the Oklahoma-based cooperative.

A prior opportunity posted by RRC indicated that a sole-source procurement will be anticipated under Texas Government Code 2155.0657, but the 2019 solicitation encouraged “offers from all qualified offerors.” The resulting contract award was worth $9.2 million and went to the GWPC.

That opportunity detailed that a vendor must have five years’ experience with GWPC data management applications with at least one state regulatory agency. The vendor should have also completed at least three recent projects for IT services to an oil and gas regulator.
