Rheda Moseley, who has a deep background in state government, has announced that she has joined the Department of Information Resources (DIR) as director of digital transformations.

The public-sector veteran “will lead discovery, research and analysis for DIR’s technology services and will drive strategic modernization and digital services for DIR and its customers,” according to the DIR media and government relations office. “The role will help identify sourcing and transformation opportunities to advance technology and growth in DIR’s enterprise solutions and cooperative contracts. She will also oversee and direct digital advisory groups, centers of excellence, the prioritization of cybersecurity and legacy systems, application portfolio management and the Texas by Texas (TxT) strategy.”

The position is new and reports to the chief technology officer. There are no direct reports.

Moseley last served as the Texas Alcoholic Beverage Commission’s (TABC) CIO from June 2019 to August 2022, with more than two decades in state-level public service.

Meanwhile, Jennifer Buaas is now the Health and Human Services associate commissioner of strategic portfolio and customer success, a transition that occurred in February.

She previously served as DIR’s interim CTO and director of strategic digital services, helping agencies transform their technology and processes, according to her LinkedIn profile. She was also the business owner of the TxT digital assistant.
