Two state agencies are seeking candidates for tech openings in project management and enterprise network analyst roles.

The Railroad Commission of Texas is seeking an IT mainframe transformation project manager IV to perform complex senior-level project management work for the Mainframe Transformation Section of its Information Technology Services Division to coordinate the planning, initiation and execution of projects at various levels of completion, monitoring the progress and schedule of projects and communicating with project stakeholders, management, contracted vendors, outside industry vendors and other relevant parties.

According to the job posting, the chosen candidate will be responsible for coordinating the planning and initiation of multiple interrelated projects, including implementation of software-as-a-service (SaaS) or commercial off-the-shelf (COTS) applications, migration of data from the mainframe to the new systems and building a data warehouse; ensuring the proper monitoring of progress, budgets and schedules of projects and communicating with project stakeholders, management, vendors and other relevant parties.

Other job responsibilities include:
  • Managing projects using accepted project management methodologies to assign tasks to team members, develop project management artifacts and reports and coordinate complex contracted and internally facing work
  • Initiating multi-agency or enterprise-level projects related to mainframe transformation, obtaining authorization and commitment and demonstrating business needs and project feasibility to move new tools and processes into an operational workflow for ongoing support  
  • Coordinating project activities with other state agencies, governmental jurisdictions or private-sector partners and contractors
  • Developing criteria for evaluating programs, proposals and other pertinent information related to project assignments
  • Developing project budgets, schedules, work plans, resource requirements and cost estimates and projections
  • Implementing plans to communicate and explain project methodology and processes to interested groups and team members
  • Developing outsourced contracts and solicitations and managing the procurement process
  • Reviewing and recommending proposals and bids to management
  • Monitoring and managing project costs to ensure project completion is within budget
  • Monitoring and managing project quality to ensure deliverables are acceptable and fulfill the project contract’s or specifications’ terms
  • Identifying potential project risks and difficulties and designing strategies to mitigate or avoid them

The Texas Comptroller of Public Accounts is seeking an enterprise network analyst II to join its Security and Data Operations team to perform security oversight on firewall and network configurations, help develop strategies for micro-segmentation, contribute to monitoring and analysis and work within its vulnerability management program.

According to the job posting, the chosen candidate must be security-focused, results-driven and dedicated to solving technical issues that arise on a daily basis. Minimum qualifications include graduating from an accredited college or university with an associate degree or higher, five years of experience supporting network infrastructures and three years of experience analyzing security events.

Specific job responsibilities include:
  • Monitoring and analyzing cybersecurity alerts from cybersecurity tools, network devices and information systems
  • Maintaining cybersecurity infrastructure, policies and procedures to protect information systems from unauthorized use
  • Monitoring network traffic and flow for analysis 
  • Performing cybersecurity incident detection, analysis and prevention
  • Running vulnerability scans of networks and applications to assess effectiveness and identify weaknesses
  • Researching and analyzing cybersecurity threat indicators and recommending threat mitigation strategies
  • Overseeing cybersecurity and privacy legislation, regulations, advisories, alerts and vulnerabilities
  • Developing processes, procedures, monitoring practices and metrics to measure the effectiveness of security operations activities 
  • Troubleshooting complex systems problems related to network, security, infrastructure and application information systems 
  • Providing ongoing monitoring of sources of information on potential threats and vulnerabilities, including hacker websites, anti-virus vendors, other government agencies and trade publications
This position has a monthly salary range of $7,500 to $9,000, and the application deadline is Aug. 28.
