State Agencies Release Strategic 2025-29 Plans

The planning documents, due to the state June 1, guide state budgeting and give the industry a look at what opportunities may lie ahead.

Texas state agencies are publishing their 2025-2029 strategic plans on their websites, kicking off the biennial budget process. Plans were due June 1. Clues about upcoming opportunities for vendors may be found across these documents.

Texas Government Code, Chapter 2056, outlines the format and objectives of agency strategic planning. The state has more than 150 agencies and departments, and each is required to post strategic planning on its website.

Vendors may find the following of particular interest:

  • Strategic use of information resources
  • Capital improvement priorities and needs
  • Cybersecurity compliance
  • Historically underutilized business planning
  • Service areas and demographics
  • Potential service changes

Since 1993, state agencies have been required to develop long-term strategic plans in even-numbered years. These plans include, among other information, mission and goals; performance measures; populations served; resource analysis; and expected service or mission changes due to legal changes. In turn, this planning guides agency budgets.

The Legislative Budget Board and the Governor’s Budget and Planning Division are integral in outlining and assisting with this process. They may also have hearings and use the planning to create a long-range state plan for the governor.
