Texas Government Code, Chapter 2056, outlines the format and objectives of agency strategic planning. The state has more than 150 agencies and departments, and each is required to post strategic planning on its website.

Since 1993, state agencies have been required to develop long-term strategic plans in even-numbered years. These plans include, among other information, mission and goals; performance measures; populations served; resource analysis; and expected service or mission changes due to legal changes. The Legislative Budget Board and the Governor’s Budget and Planning Division are integral in outlining and assisting with this process. They may also have hearings and use the planning to create a long-range state plan for the governor.
