State’s Election Management System Sees Possible Replacement

A pre-solicitation notice indicates that the Secretary of State is exploring replacing the system that keeps up with registered voters across all counties, among other functions.

The Secretary of State (SOS) has published a pre-solicitation notice for the replacement of the Texas Election Administration Management System (TEAM), which houses the state’s official list of registered voters, a data update mandated by the 2002 Help America Vote Act (HAVA).

The SOS seeks replacement, implementation, service and support, according to the short published notice.

The original TEAM was built by IBM and an Austin-based software company, then rolled out in 2007 after the state streamlined county voter data — no small task — according to a 2010 Government Technology story.*

The SOS used a portion of its $23 million HAVA grant funds to upgrade and enhance TEAM in 2018, according to a 2022-2023 budget request. The document states that the system is managed by an outside vendor.

The Legislature appropriated $1 million and $2.1 million for TEAM in fiscal years 2022 and ’23, respectively, listed under Elections Administration funding. These were used as a five percent match to the 2020 HAVA funds.

The notice is available on Texas SmartBuy and numbered Pre-RFO-1486; the due date is April 26. The notice is “an aid to vendor planning” and doesn’t guarantee an RFP, according to the website. The office’s SmartBuy member number is 307.
