TRS is tasked with providing the public pension program and related benefits for the state’s public education employees, retirees and beneficiaries. The agency serves 1.9 million employees and retirees; it also manages about $183.5 billion in investments.
The TRS public-facing website is seven years old and built with Microsoft SharePoint on-premise, according to the RFP.
The agency hopes to launch a new website with a content management system by December 2024 that includes:
- Updated functionality
- Improved usability
- High-quality user experience
- Streamlined management and development
- Improvements to how new content is launched
According to the detailed RFP, the agency's team has been auditing and inventorying website content as part of its website redesign project. They are also looking at information architecture, doing user experience research and web design.
The contractor will use TRS asset design and develop a fully functioning platform that will integrate additional platforms and applications.

The RFP’s question due date is Dec. 4 at 3 p.m., and proposals are due Dec.18 at 3 p.m. There is a non-mandatory pre-proposal conference at 11:30 a.m. on Dec. 1. TRS uses Texas SmartBuy to post opportunities under member No. 323; however, all responses must be submitted through the TRS Procurement and Vendor E-System (PAVES).
