Texas Tech CIO Named to DIR Governing Board

Keith Halman has been appointed to a one-year term by the governor.

Gov. Greg Abbott named Texas Tech System (TTU) CIO Keith Halman to the Department of Information Resources (DIR) Governing Board.

The appointment is for one year, according to a news release.

The DIR Governing Board meets at least once per quarter. It is responsible for reviewing and approving large-value contracts on an as-needed basis; conducting quarterly budget reviews; approving the DIR annual operating budget; and approving DIR’s Legislative Appropriations Request, according to the DIR board member guide. The board's next meeting is scheduled for Feb. 29.

Halman has served as the CIO and a vice chancellor for the TTU System since March 2023. He was with University of Texas at Arlington in multiple tech leadership roles from 2007 to 2023, according to his LinkedIn profile.

He leads a “collaborative governance model” and works with CIOs from multiple Texas Tech institutions, according to the TTU System’s Information Technology website.
