The Texas Workforce Commission (TWC) has issued a request for offer (RFO) for a mobile credential wallet.

According to the RFO, the web-based software solution would store personal inventories of earned academic and workforce credentials.

“The software may be configurable, but it must be fully built, tested and used in at least one production environment,” the bid document states. “A response without evidence of a fully developed solution is cause for disqualification.”

The chosen vendor must provide training on how to use the solution, and TWC staff will identify users eligible to use the wallet.

Other requirements for the app include being able to store and display earned credentials such as certifications, licenses and diplomas; tracking credential expiration and renewal dates; providing information about other credentials to pursue while on a career pathway; and sharing credentials with various audiences, including employers, workforce training programs, local education agencies and institutions of higher education.

Jennifer Tram is the sole TWC point of contact for this procurement. All communications regarding this RFO must be addressed in writing to Jennifer Tram, CTCD, CTCM, IT Purchaser for the Texas Workforce Commission, Procurement and HUB Services. Email: vendorproposals@twc.state.tx.us.

More information about RFO No. 3202400011 can be found online. The due date for vendors to submit information is July 28.
