Board of Nursing Prepares to Modernize

The 115-year-old body seeks to make nursing safe in Texas through regulation and education, but its aging information systems need a $5.7 million shot in the arm.

The Texas Board of Nursing (BON), which regulates about 560,813 nursing licenses, wants to modernize its systems and is requesting information from vendors who can do so.

The systems include licensing, education programming and the 11-year-old BON website, according to request for information (RFI) No. 507-25-001.

The RFI reflects an estimated cost of $5.7 million, as outlined in the board’s recent legislative appropriations request (LAR).

The projects listed in the RFI are:
  • Enforcement system modernization to be cloud based and to be interoperable with the Texas Nurse Portal
  • Education program system modernization to be cloud based and to manage nursing program requirements across the state
  • Website modernization to increase cybersecurity, to facilitate improved content management and to enhance user experience
“The board engaged with Gartner Inc. to provide the agency with a business case justification and report of estimated costs of these three information technology modernization enhancements for the agency,” reads the LAR. “To achieve cost savings, a single consolidated solution for the enforcement (ESM) and education program (EPSM) system modernization procurement/implementation is recommended.”

The board was founded in 1909 and is tasked with regulating nursing in Texas via examination and licensing, providing guidance and education, approving nursing programs and schools, enforcing standards, investigating complaints and providing a range of information to the public and customers.
