Third-Largest County Awards Yearly Voting Contract

The agreement includes management of electronic voter registration and election management for some 1.2 million registered voters.

An April request for proposals (RFP) for a voter registration and election management system has been awarded by a county that includes more than 100 voting entities.

The Tarrant County Commissioners Court awarded the yearly contract to VOTEC Corp. without discussion.

The contract is for one year with two options for yearly renewal for a total of $1.1 million, according to the award recommendation. The County Elections Administration, IT and Purchasing departments recommended the contract after receiving six proposals and hearing presentations from two vendors in June.

Tarrant County’s voting locations include 340 voting centers requiring 1,500 poll books and more than 2,500 poll workers, RFP 2022-123 says.

In addition, the voting base includes:
  • 1.2 million registered voters
  • 40 cities and some 75 entities
  • More than 800 precincts

The county has been using the VEMACS system, which is “provided by the VOTEC Corp. for voter registration, districting, election definition, absentee voting ... and petition management.”

Other features of the current voting platform include:
  • Poll worker and polling place management
  • Tenex Software Solutions electronic poll books
  • Fluence Automation mail sorter
  • Pitney Bowes envelope printers
  • DYMO printers
  • Desktop scanners and batch scanners

Tarrant County posts current opportunities and recent awards at its purchasing web pages and uses the TVORSsystem for managing vendors.

Commissioners court meeting agendas are posted online along with recorded meetings.
