According to the commission’s website, RRC is the state’s oldest regulatory agency and has primary regulatory jurisdiction over the state’s oil and natural gas industry.
The agency’s mission is “to serve Texas by our stewardship of natural resources and the environment, our concern for personal and community safety, and our support of enhanced development and economic vitality for the benefit of Texans.”

- $4.4 million to the Ground Water Protection Council, which promotes best management practices and fair laws for comprehensive groundwater protection.
- $2.4 million to Holman Well Service LLC, which specializes in workover rigs and plug and abandonment services.
- $2.4 million to Pat’s Roustabout Service LLC, an oil and gas company that provides general location maintenance, compressor hookups and other services.
- $2 million to Newman Operating Co., which specializes in oil production, drilling and exploration.
- $988,736 to Quail Well Service Inc., a well drilling contractor in Abilene.
Regarding specific purchases, RRC spent $11 million on purchased contracted services, $5.6 million on IT services and $613,827 on computer services.
