The Texas Workforce Commission (TWC) is seeking qualified vendors to develop child-care outreach services, including mobile apps and other digital approaches.

The agency not only provides workforce development, but is also tasked with early learning programming and child-care services to support the state's workforce. For that, it relies on outsourcing rather than internal staff.

The “Childcare Outreach Strategy and Campaign Services for Texas” request for proposals (RFP) includes online, in-person and paper-based outreach; planning and presentations for new and existing websites will be required.

Required services include:
  • Develop and present concepts for a new website or mobile application
  • Develop content for new and existing websites
  • Make media buys for various platforms
  • Develop and manage a webinar series
  • Create online outreach collateral
  • Create logos and branded slide decks

The RFP number is 3202400010, has an amended due date of May 3 and includes a detailed budget template that will give vendors an idea of the scope of work.

Vendors must submit proposals by email to VendorProposals@twc.texas.gov.

The agency’s estimated IT budget is $1.9 million, and they published the most opportunities last year in August. They use Texas SmartBuy for procurement, and the agency search number is 320.
