Workforce Agency to Adopt New Unemployment System

The first portion of the system is expected to launch in mid-2023, consolidating the agency’s five separate systems into one streamlined option.

The agency responsible for overseeing and providing workforce development services within the state is replacing its existing unemployment insurance systems and public-facing web applications with a new consolidated system.

Currently, the Texas Workforce Commission (TWC) utilizes the following unemployment insurance systems and apps: Unemployment Tax Registration (UTR), Unemployment Tax Services (UTS), QuickFile, GoAnywhere portal and Magnetic Media.

With its new Texas Unemployment System (TxUS), the commission would merge these systems into one, improving customer service and quality and increasing self-service options for employers, third-party administrators such as agents and claimants.

“The Unemployment Insurance System Replacement (UISR) project, which is underway, is TWC’s multiyear effort to replace its existing unemployment insurance (UI) systems and public-facing web applications,” a TWC spokesperson said via email.

As for who’s building the new system, they added, “using a competitive procurement, TWC selected Neosurance, by Sagitec, as its new UI application to replace the current mainframe-based system. Neosurance is browser-based and allows UI Tax, Benefits and Appeals to exist in one system.”

The plan is to deploy the tax portion of the system for employers and agents later this summer. After that, the commission will launch the benefits and appeals portion of the system in 2024.

Once the system is live, it will provide the following self-service options for employers and agents:

  • Account registration and wage reporting in one system 
  • Simplified wage reporting (quarterly reports) and more accessible wage amendments (adjustment reports) 
  • Expanded wage data upload features – ability to upload an unlimited number of employees in several formats 
  • Ability to update business information and change liability information 
  • Employers will be able to obtain an account number with a future liability date (just one quarter in advance) 
  • Agents will have a separate login portal
