Workforce Commission Nears System Completion Goal

A system that will streamline the state's vocational rehabilitation services for job seekers has been highlighted by Amazon Web Services, which gave an update on the project's status.

Amazon Web Services (AWS) recently named the Texas Workforce Commission (TWC) to its champions list, as TWC continues its path to modernizing business applications.

Last year, CIO Heather Hall told Industry Insider — Texas about the agency’s “massive transformation of our core, mission-critical systems.” The agency has many completion goals for this summer and the upcoming budget year.

Among the TWC’s programming is its Vocational Rehabilitation (VR) Services, which support Texans with disabilities seeking employment.

Working in phases, TWC has been modernizing the Vocational Rehab Case Management system (VCRM), Rehab Works, with a goal to complete it this year.

The VRCM completion goal is set for August. It will “provide VR staff with an updated and enhanced case management system which includes a fully integrated case review oversight capability,” she said.

According to AWS, Phase 1, completed in April, included:
  • Moving the case management system to the cloud
  • Upgrading core technologies
  • Upgrading the database structure
  • Moving to a container-based application

Phase 2, completed in June, included:
  • Enhancing communication channels
  • Automating alerts and follow-up messages for end users
  • Simplifying appointment making
  • Streamlining document management
  • Automating communication documentation
  • Integrating the virtual assistant into two systems

The AWS State and Local Government Champions program acknowledges customers using the company's products to “improve the service to the community,” according to its website.

For example, TWC recently went through a procurement for assistive technology to be used by a VR customer. The technology included computing equipment, voice recognition software, accessibility equipment for a wheelchair and various peripherals.
