2014 Year in Review: DGS Releases Memo on Personal Services Contracts

Story #25: Government agencies in January began notifying the State Personnel Board about pending contracts for personal services with technology and other private companies. The requirement came as part of a new state law intended to give state employees the opportunity to fulfill the requirements of the contract. Assembly Bill 906, authored by Assemblyman Richard Pan and signed by the governor in 2013, requires a government agency or department to notify the board, which must then contact organizations representing state employees who perform the type of work to be contracted. A memo by the Department of General Services directed government agencies to also provide employee organizations with a copy of the proposed contract.
