Russ Guarna
Story #9: Longtime state procurement official Russ Guarna in January resigned his position as deputy director of the Statewide Technology Procurement Division at the Department of Technology to join the nation’s largest technology trade association. Guarna is vice president of state and local government in TechAmerica’s public sector division, where he is responsible for meeting with state and local government officials to help improve the IT acquisition process and determine the best way to invest in technology. Guarna spent most of his career in procurement policy, and he headed the program to oversee the procurement of major IT projects for the executive branch after a state reorganization. He also served as the deputy director of the California Technology Agency’s Program and Policy Management areas, overseeing the state’s IT project portfolio.
