2015 Year in Review No. 5: State Boards and Bureaus Licensing System Hits Snag

In January, Techwire reported on the state's decision not to move more than half of California’s 37 health-care boards and bureaus onto an enterprise licensing system, citing cost overruns, schedule delays and required modifications to the one-sizefits-all system. Initiated in 2009, the California Department of Consumer Affairs’ BreEZe system was designed to consolidate legacy systems and databases, and eliminate dozens of workarounds utilized by the state Board of Psychology, Dental Board, Naturopathic Medicine Committee and others.

The $95 million system, estimated at $77 million two years ago, also is intended to improve the experience for applicants, licensees and consumers by offering an online portal accessible through each entity’s website. The Department of Consumer Affairs may move the remaining 19 boards and bureaus onto BreEZe through an entirely new procurement or more in-house work.
