Four linchpin departments are recruiting to fill five significant technology and innovation positions across state government.
The California Department of Transportation (Caltrans) seeks a chief, technology & innovation — a position it said doesn’t violate Gov. Gavin Newsom’s Executive Order N-33-20, and is needed to “maintain continuity of operations of the federal critical infrastructure … .” The successful candidate will be classified a supervising transportation engineer and lead Caltrans’ Office of Technology and Innovation under the division chief (CEA B), Division of Traffic Operations, according to the job listing. He or she will lead “development and execution of the Traffic Operations Program performance management strategy,” manage its IT portfolio and develop its yearly technology plan. Minimum qualifications include “a permanent civil service appointment” at Caltrans; state certification as a civil engineer; and varying levels of California state service as civil engineer or senior transportation planner. The position has a monthly salary range of $11,863 to $13,476, and the application deadline is June 24.
The California Secretary of State’s Office is seeking a chief technology officer/deputy chief information officer. The person hired will be classified an information technology manager II and work under direction of the department CIO, with “full management responsibility for the operation of the SOS Data Center” according to the job posting. The CTO will have oversight of the department’s “most complex and highly sensitive” enterprise infrastructure, technology, client services and software engineering services; and will have seven people directly reporting to him or her. IT manager II duties typically include serving “in an executive management role in setting or influencing organizational information technology policy.” Qualifications include one year as an IT manager one or seven years IT experience in “progressively responsible” technical, analytical or supervisorial roles and at least three years in “highly specialized work in a lead capacity” on complex or specialized IT systems or services. A master’s or doctorate degree may replace some IT experience. The position has a monthly salary range of $9,262 to $11,258 and will remain open until filled.
The California Department of Aging is recruiting for a chief technology officer (IT supervisor II) to oversee technology operations, supervision of the help desk, server and network administration teams, project management, infrastructure and desktop/user support.
The position includes the following responsibilities:
• Assess, analyze, and identify information technology policy needs; formulate and recommend IT policies and procedures to the CIO.
• Provide quality and timely ad hoc project information to executives, project team members, and stakeholders.
• Assess and understand complex business processes and customer requirements to ensure new technologies, architectures, and security products will meet their needs.
• Apply systems life cycle management concepts used to plan, develop, implement, operate, and maintain information systems.
The position has a monthly salary range of $6,917 to $9,268, according to the job posting, and the application deadline is June 26. The department administers programs that serve older adults, adults with disabilities, family caregivers, and residents in long-term care facilities throughout the state.
The Department of Health Care Services (DHCS) seeks an applicant to serve as chief of the data management and analytics division (DMAD), within Enterprise Data and Information Management (EDIM). The DMAD chief, an A-level Career Executive Assignment, will give department-wide policy direction and management, overseeing the data management branch and the data analytics branch — the latter of which is a central coordinating point for DHCS’ “externally facing research, demographic, data work products, and supporting procedures,” according to the job posting. Qualifications include knowledge of the organization and functions of state government including the legislative and executive branches; the ability to plan, organize and direct “multidisciplinary professional and administrative staff”; and specific CEA Level A responsibilities for “broad administrative and program activities,” including policy execution and evaluation. Additional desirable qualifications include knowledge of health data policy trends and issues including around Medi-Cal and non-Medi-Cal programs; knowledge of data analytic and research policies and processes that impact reporting and evaluation of DHCS programs; and the ability to manage programs and processes across multi-stakeholder teams. The position has a monthly salary range of $7,442 to $10,696, and the application deadline is June 30.
DHCS is also seeking an enterprise solution architect to join its Enterprise Architecture Office in Enterprise Innovation Services and work under its chief enterprise architect. The person selected will be classified an IT specialist II and serve as DHCS’ enterprise solution architect, facilitating review and approval of IT project proposals and acting as the “bridge between enterprise architecture and solution architecture” by ensuring the alignment of proposed solutions. Qualifications include one year as an IT specialist I or five years’ IT experience with one year as a lead or expert, with a bachelor’s or higher degree substituting for some experience, according to the job listing. The position has a monthly salary range of $7,014 to $9,399, and the application deadline is July 3.
