Agencies Recruiting for 4 IT Leadership Roles

Three state departments and one office seek to fill a variety of tech positions, from chief and managerial level jobs to others with more technical focuses.

Four state agencies are recruiting for a variety of key IT leadership positions.

The Office of Legislative Counsel (OLC) is seeking a Command Center Manager (IT Manager I), who will be responsible for the oversight and technical direction of the department’s audio-visual infrastructure, operations and remote hearings within the Audiovisual and Operations Section. The OLC is a small department that provides legal services and IT support to the Legislature.

“The incumbent will organize and direct the work of IT specialists that provide first- and second-level support for IT facilities and audiovisual services, and coordinate with clients, customers, contractors, vendors, regulatory entities and various support teams to ensure that business demands are met with urgency and quality services are rendered to the California Legislature,” the job posting says. “The incumbent will also create and maintain processes; oversee administration of and coordinate services for project funding from the California Legislature; prepare operational budget estimates; review project proposals; and make presentations to key customer stakeholders, executive management, and legislative officials.”

Among the requirements for the position are the following:

“In-depth knowledge of legislative business needs to determine how the IT architecture of the OLC can be utilized to service and develop solutions that meet the system demands of the California Legislature.”

  • Knowledge of current and best practices to take appropriate action and ensure IT system development stays on schedule.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, and leadership technique.
  • Knowledge of organizational roles and responsibilities to assess, analyze, and identify IT policy needs, and communicate with and train staff accordingly.
  • Demonstrated experience in IT vendor, contract, and project management, to include the timely completion of large-scale projects requiring multidisciplinary and interdepartmental teams, and interoperability of business systems.
The position has a monthly salary range of $7,634 to $10,230, and the application deadline is Nov. 7.

The Department of Managed Health Care (DMHC) is recruiting for a Chief of the Infrastructure Services Division (ISD) who’s “eager to embrace new technologies to effect digital transformation.”

The position (IT Manager I) reports to ISD’s Chief Technology Officer and will help the department in adoption of cloud-based strategies, according to the job posting. The chief has general oversight of ISD and ensures that the team provides Systems Engineering, Network Engineering, Network Bandwidth provisioning and management, Infrastructure Security, Systems and Network Support, telephony, infrastructure asset management and Enterprise Software Deployment services. The chief also has full management responsibility for the day-to-day IT operations of the DMHC at its three office locations (Downtown Sacramento, Rancho Cordova and Los Angeles).

Requirements, cited in the job posting, include the following:

  • Experience with architecture of enterprise server hardware infrastructures both on premise (VMWare) and in the cloud.
  • Experience with architecture of enterprise network infrastructures including WAN, LAN, VLAN and Wireless.
  • Experience with configuration and management of VOIP telephony infrastructure
  • Excellent communication, interpersonal relationship management, time management, research/information-gathering skills with the proven ability to work with all levels of an organization
  • Experience with contract management and project management

The Department of Housing and Community Development is recruiting for a Database/Middleware Administrator who will report to the Chief Information Officer and serve as a technical lead in developing applications, implementing information systems, troubleshooting production issues and performing root-cause analysis.

The job posting says the administrator (IT Specialist II) will have experience in the following areas:

  • Oracle Database Administration
  • Data Modeling, Data Cleansing, Transformation, Integration, Data Import and Export
  • Knowledge and experience on Oracle Support process for technical requests
  • Extensive database experience and proficiency in Oracle SQL, PL/SQL, Transact SQL including writing queries, stored procedures, functions and triggers
  • Ability to lead other database administrators
The monthly salary range is $7,014 to $9,399, and the application deadline is Nov. 5.

And the Department of Toxic Substances Control has extended its recruitment for a System Services Supervisor (IT Supervisor II) to oversee the Systems Services Unit staff. Those staffers are responsible for maintaining network connectivity and providing tech support for major regional offices in Sacramento, Chatsworth, Berkeley and Cypress and five satellite offices.

The unit supervisor reports to the Chief Technology Officer of the Office of Environmental Information Management and, according to the job posting, is responsible for:

  • Planning, leading, organizing and controlling support functions statewide by developing and implementing policies, procedures, and operational direction
  • Troubleshooting for customers and California Government Enterprise Network-related incidents
  • Overseeing the installation and configuration of network equipment, including routers, switches and other network appliances
  • Developing, monitoring and reporting on service standards and workflow analyses to attain a state of continual improvement in supporting customers’ needs.
  • Developing scopes of work and providing cost analysis and estimates for IT infrastructure acquisitions.
  • Administering the design and implementation of new system architecture, standards, and methods to support organizational needs
The position has a monthly salary range of $6,683 to $8,955, and the application deadline is Nov. 6.
