The Berkeley Police Department has issued a request for proposals for what it is calling an “early intervention system platform.”
The cloud-based platform would be integrated with several of the department’s existing systems and will be used to track officer interaction data to identify potential misconduct and other concerning behavior.
“In 2021, BPD revised Policy 1041 governing the Early Warning System (EWS), incorporating individual officer stop data. Despite these advancements, the current system lacks automated mechanisms for department management to systematically monitor and analyze this data,” the RFP reads.
Among the many requirements listed for the new platform is the need to seamlessly integrate with existing systems, like Survey123, Tyler Technologies, and future computer-aided dispatch (CAD) systems. The platform would be responsible for analyzing data from multiple streams, including calls for service, stop data, use-of-force incidents, complaints, commendations, and body camera footage.
In addition to the integration requirements, the RFP notes that the vendor will need to provide “tools for creating and managing personalized intervention plans” and “comprehensive dashboards and reporting capabilities for command staff and supervisors,” among other detailed requirements.
The RFP notes that while “price is very important, other factors will be taken into consideration” when selecting a vendor for this implementation.
Questions about this solicitation are due to project manager Arlo Malmberg no later than Sept. 27. Proposals are due by 2 p.m. Oct. 10. The point of contact for this RFP is listed as Finance Department/General Services Division.
