The goal of the RFO, the department said in documentation published May 23, is to make improvements to the quality of data used in its computer-aided dispatch (CAD) system, which is used to efficiently route critical equipment and personnel to wildfire incidents.
“CAL FIRE requires the assistance from the Contractor to utilize established business practices for updating map geometry and feature attributes, improving vehicle routing, assist with the setup and configuration of an ArcGIS Enterprise Server solution, and identifying and implementing mapping standards as defined by CAL FIRE and National Emergency Number Association (NENA) standards.”
Contractor responsibilities include (as written in the documentation):
- Contractor shall collaborate with the CAL FIRE Computer Aided Dispatch (CAD) Program Manager and GIS Tech Lead.
- Contractor shall coordinate with CAD Program Manager to schedule work activities that require CAL FIRE staff involvement.
- Contractor shall provide the hardware, software, and office space for the GIS Analyst/Technician to perform the work.
- Contractor shall produce documentation to provide to CAL FIRE staff: a weekly status update on current projects; a quarterly overview on all assigned work for the previous three months; and editing standardized Geodatabase Data documentation.
- Contractor shall train CAL FIRE staff to ensure knowledge transfer upon completion of contract (CAL FIRE needs to know how layers are built).
The RFO requires that respondents “hold a current Technology, Digital and Data Consulting, Master Service Agreement 5-22-70-25-001 to 359,” and meet key action dates outlined in the document. The two-year contract would extend from July 1, 2025, until June 30, 2027, with the possibility of up to three one-year renewals.
