CalHR Recruiting for CTO, Data Manager

The CTO will define technology strategies, ensure smooth IT operations, select and manage the technology stack, oversee software development life cycles and manage infrastructure resources.

The California Department of Human Resources (CalHR) is recruiting for technology leaders to fill key positions.

CalHR is seeking a chief technology officer (CTO) to drive innovation, optimize efficiency, maintain security and align technology initiatives with the organization’s goals. The position, a Career Executive Assignment, reports to the chief information officer.

The CTO, according to the job posting and duty statement, “will define technology strategies, ensure smooth IT operations, select and manage the technology stack, oversee software development lifecycles, manage infrastructure resources, and provide IT support to CalHR and the State Personnel Board.”

Applicants must complete a statement of qualifications, addressing the following points:
  • Describe your experience developing and implementing innovative IT solutions for various business needs. Include specific examples of your experience.
  • Describe the depth and breadth of your experience collaborating with stakeholders and managing large-scale technology operations and an organization’s entire IT portfolio.
  • Describe your experience and ability establishing governance processes within IT to manage risks and resources and achieve objectives.
  • Describe your project management experience. Include information that demonstrates your ability to manage multiple large data centers and/or infrastructure projects and implement successful technology resource management practices.

This position has a monthly salary range of $10,421 to $12,668, and the application deadline is July 31.

CalHR is also seeking candidates for data manager (IT Manager I) to oversee the design, development, implementation and maintenance of complex data systems and solutions for large data projects and programs.

“This role will have expert skills and knowledge to define and deliver data solutions and contribute to developing and implementing IT plans to align with the overall strategy of IT and the business,” the job posting says. Functions of the role, according to the job posting and duty statement, include:
  • Work with program divisions, IT teams, business analysts and data analytics teams to understand data consumers’ needs.
  • Simplify the existing data architecture, delivering reusable services and cost-saving opportunities in line with the policies and standards of the organization.
  • Develop conceptual, logical and physical data models to support data analysis and business intelligence.
  • Create and maintain current- and target-state data architectures.

Desirable qualifications for the position include:
  • Experience with various data management architectures like data warehouse, data lake, data hub and the supporting processes like data integration, governance and metadata management
  • Experience with cloud data lakes and datastores (e.g., Azure Data Lake, Snowflake, etc.)
  • Experience with data transformation tools and data practices
  • Experience with various data movement platforms (e.g., Fivetran)
  • Ability to design, build and manage data pipelines for data structures encompassing data transformation, data models, schemas, metadata, and workload management
  • Excellent communication and partnership skills with ability to interface and influence at multiple levels
  • Solid grasp and believer of agile development approaches, including DevOps concepts

The position has a monthly salary range of $8,591 to $11,512, and the application deadline is July 31.
