CalHR Will Leverage Data to Support Decision-Making

For fiscal year 2017-18, California’s Office of Human Resources (CalHR) has a total budget of nearly $67.7 million, of which about $3.7 million has been dedicated to IT costs.

For fiscal year 2017-18, California’s Office of Human Resources (CalHR) has a total budget of nearly $67.7 million, of which about $3.7 million has been dedicated to IT costs.

Being a small IT department with a lot of responsibility, it places emphasis on development of its internal team to ensure CalHR’s effectiveness at the state level.

It uses new and existing technologies to help employees and decision-makers get all of the information needed from its data. “In addition, we hope to implement an enterprise vision of system interoperability and using data make fully informed decisions,” Joe DeAnda, deputy director of communications for CalHR, told Techwire via email. 

In April of this year, CalCareers, the website used by people looking for jobs in California, was completed. CalHR plans to add functionality like notifications and application wizard in the future.

CalHR is currently completing the implementation of its Examination and Certification Online System, an in-house custom-built solution that took six years to complete. The final phases were released on June 30.

The system is meant to help state departments and CalHR “with the eligibility listing and certification process of hiring that all state departments must adhere to. It also gave job applicants the ability to apply for a job online, and replaces an existing mainframe system to handle scoring and gives state departments the ability to complete examinations,” DeAnda explained.

CalHR’s Veteran Opportunities in Workforce and State (VOWS) project was completed on July 1. This project enables CalHR to track veteran status and report the hiring of veterans in civil service.

In the next six to 12 months, CalHR is planning to start replacing its legal divisions’ current case tracking systems. 

According to DeAnda, the division is using several different systems and the IT department plans to deliver one fully integrated system to combine case and matter management as well as timekeeping, billing and accounting capabilities.

It is also looking to create a benefits portal that will allow state employees to enroll in CalHR benefits online, including dental, vision and more.
