California Privacy Protection Agency Recruiting for CIO

The California Privacy Protection Agency (CPPA), the state entity established four years ago to protect consumer privacy, has opened recruitment for a chief information officer (Career Executive Assignment).

The CIO reports to the chief deputy director and is responsible for the IT Services Division (ITSD) and activities including IT Security and Privacy Services; IT Administration, Project, and Procurement Management; and IT Core Services, which encompass IT Customer Support Services; Enforcement; Application, Web and Data Services; and IT Infrastructure Services.

The CIO has “the highest level of IT authority within the agency and has broad authorization for formulating and implementing IT policies and practices, which have significant impact on the agency’s programs,” the job posting says. The CIO’s responsibilities include “development of CPPA’s IT strategic direction, technology operations, digital initiatives and technology recovery plans and programs.”

Functions of the position, according to the posting and the duty statement, include:
  • IT policy, governance and oversight management (30 percent)
  • Internal program management, planning, project management, and fiscal management (30 percent)
  • External program and executive management (25 percent)
  • Human resource management (10 percent)
  • Work with CPPA policy to achieve broader agency goals of privacy and security (5 percent)

Candidates must submit a statement of qualifications addressing these points:
  • Describe your experience leading IT operations and managing the deployment of services, applications, and hardware across an agency or division.
  • Share your experience developing, analyzing and implementing policies, particularly their impact on government programs or technology. Include an example of a policy you implemented.
  • Outline your experience managing large-scale, multimillion-dollar projects, detailing how you developed a complex project plan and budget to ensure timely completion within resources.
  • Describe your experience supervising or leading staff on IT initiatives or projects.

Desirable qualifications, according to the job posting, include:
  • Strong leadership skills, including the ability to mentor, motivate and inspire team members, and collaborate with multidisciplinary technical staff
  • Excellent project management skills
  • Strategic thinker with the ability to plan for the future and guide the team toward long-term organizational goals
  • Strong knowledge of California Department of Technology Statewide Information Management Manual (SIMM) policies and the California Department of General Services State Administration Manual (SAM)
  • Strong knowledge of Microsoft Azure EntraID (Azure Active Directory), Microsoft Windows server administration, and installation
  • Strong knowledge of the various cloud computing technology platforms (e.g., Zero-Trust Architecture, software as a service (SaaS), platform as a service (PaaS) and infrastructure as a service (IaaS)
  • Solid understanding of information security

The monthly salary for this position is $11,778 to $14,032, and the application deadline is Sept. 20.
