CalSAWS Seeks Vendor for Application Maintenance, Operation

The California Statewide Automated Welfare System is looking for a vendor to take over the maintenance and operation of its BenefitsCal application.

The California Statewide Automated Welfare System (CalSAWS) has released a large request for proposals to “maintain and operate the existing BenefitsCal application.”

CalSAWS is the 58-county effort to automate human services systems that began in June 2019. Those systems include CalWORKs, CalFresh, Medi-Cal, foster care, and several others.

The BenefitsCal application is a “one-stop shop” to apply for CalFresh, CalWORKs, Medi-Cal, and the County Medical Services Program (CMSP), as well as general assistance and relief benefits. In its announcement, CalSAWS clarified that the purpose of this RFP was not to solicit new application functionality.

“The purpose of this procurement, and scope of this RFP, is to acquire a contractor to transition the existing BenefitsCal application and provide ongoing BenefitsCal maintenance and operations (M&O) and related goods and services,” the RFP reads.

Interested bidders can access the BenefitsCal procurement library and documents associated with this RFP by completing an authentication process through the Office of Technology and Solutions Integration (OTSI). Access requests can be sent to Daniel Brown.

A bidder’s conference will be held 1 p.m. June 11 at the California Department of Social Service Auditorium, Room 205, 744 P Street in Sacramento. Attendee names will be required in advance of the event for security purposes. A virtual conference option will also be available.

The base contract term is five years and 11 months, with the possibility of four one-year extensions. Final proposals are due end-of-day July 30, and the point of contact for this RFP is the CalSAWS procurement team.
