Industrial Relations CIO: Add Value Through Streamlining

The CIO of the California Department of Industrial Relations, which has a $60 million IT budget, says his agency is gearing up to join FI$Cal.

Techwire recently conducted this question-and-answer via email with James Culbeaux, chief information officer for the California Department of Industrial Relations (DIR).

How did you come to be CIO?

I was hired by DIR in 1987. Over the years, I served in different capacities configuring PCs, networking systems, deploying and managing servers, email systems, developing databases, deploying systems, analyzing systems, developing feasibility studies, managing telecommunication services, developing IT contracts and procurement, working in many program areas and functions throughout the department. In the year 2000, I applied for and was asked to assume the role of DIR CIO, where I have served for the past 18 years.

What is your background in technology?

I have a 38-year background working in various technology positions ranging from independent system contracting, assisting venture capital companies establish enterprise systems, retail control, parts inventories and general inventory systems, which enabled me to develop critical technical and analytical skills needed by the state of California as technology began to impact every business function and workflow.

What kind of technology does your department use that is specific to the mission?

The DIR does not use mission-specific technology other than miscellaneous gauges, gas measuring equipment and other scientifically purposed tools used by engineers in the Division of Occupational Safety and Health. DIR’s technology portfolio is based on general-purpose PC and Intel-based personal computers and servers.

What plans do you have for the DIR?

Over the next few technology refresh cycles, DIR will migrate systems to cloud-based technology to enable the Office of Information Services to focus resources on end-user experience and productivity.

What advice do you have for vendors seeking to pitch your department?

Add value by seeking to assist departments in streamlining ineffective business processes, rather than simply automating existing manual systems.
