Corrections Department Seeks Deputy Director for Enterprise

“The deputy director is the principal policymaker with regards to enterprise application solutions; the implementation, ongoing support and maintenance of CDCR’s applications; the monitoring and continuous improvement of service delivery; and the prioritization and resource management for application work,” according to the job posting.

The California Department of Corrections and Rehabilitation (CDCR) is recruiting for a deputy director to oversee Enterprise Planning and Solutions.

The deputy director (Career Executive Assignment) oversees and manages the CDCR enterprise application portfolio, including operations for the Strategic Offender Management System and the Business Information System, as well as the development, implementation and support of applications supported within Enterprise Planning and Solutions.

“The incumbent has broad authority for developing, recommending, and implementing (IT) practices and policies that have significant impact on CDCR programs,” the job posting states. “The deputy director is the principal policymaker with regards to enterprise application solutions; the implementation, ongoing support and maintenance of CDCR’s applications; the monitoring and continuous improvement of service delivery; and the prioritization and resource management for application work.”

Desirable qualifications for the role include:

  • Experience managing a comprehensive IT program focused on Strategic Planning application portfolio management, application development, Software as a Service (SaaS) offerings, business intelligence, business continuity, disaster recovery, cloud computing, project management, policy development, goal setting, and ongoing maintenance and operation; and/or extensive experience collaborating with control or oversight organizations or agencies on IT issues that have a statewide impact.
  • Experience that demonstrates an ability to formulate and implement policy related to statewide IT business processes and programs without interrupting operations and services; and extensive experience performing major policy-influencing functions effectively and contributing to the design and implementation of extensive IT systems that are linked to state, county and local systems.
  • Knowledge and experience in executive-level change management and business process automation, including organizational and cultural change management, as well as internal and external stakeholder management.
  • Knowledge and experience in establishing business partnerships; an ability to communicate effectively with departmental executive staff, legislators, control agencies, and stakeholders; and the ability to negotiate changes in scope, timeframes, budget, and resources with Executive Steering Committees, control agencies, project sponsors, and business partners.

Responsibilities of the position, according to the duty statement, include:

  • Determine the vision for future application software delivery services for the Division of Enterprise Information Systems (EIS), including continual evaluation and improvement of the service. Provide executive-level strategy for each anticipated gap between the solution and the department’s business requirements. (20%)
  • Provide executive oversight for enterprise applications to ensure they meet their respective missions, goals, and operational service-level objectives. (20%)
  • Serve as the primary liaison for CDCR’s technology projects among the executive sponsor, the steering committee and external control agencies to ensure consistency of message and practical incorporation of user group needs for both headquarters and field business processes solutions. (20%)
  • Work with sponsors, control agencies and other stakeholders to resolve issues and manage risks regarding the creation and release of Request for Proposals (RFPs), Feasibility Study Reports (FSRs) and Special Project Reports (SPRs). Be responsible for oversight and compliance, and maintain expertise in the procurement and documentation required by control agencies for large, complex enterprise applications development projects. (20%)
  • Obtain input from control agencies to ensure the RFPs, SPRs, FSRs and Budget Change Proposals are created, released and awarded according to best state practices without unnecessary delays.
  • Maintain and execute communication plans, including meeting with the director, Executive Steering Committee, control agencies, internal and external stakeholders, contractor executives and staff to facilitate successful development and implementation.

The position has a monthly salary range of $12,028 and $13,657, and the application deadline is Sept. 27.
