County Begins Recruitment for IT Services Manager

The IT manager will help the county chief information officer with strategic planning and will oversee a variety of technology functions and services. The manager will also work with vendors and contractors.

A Northern California county is recruiting for an IT services manager to oversee technology, data and services throughout county government departments and to manage large-scale enterprise systems.

Shasta County is seeking a manager to “assist in the administration, management, supervision and coordination of the different service and support divisions of the IT Department,” including Infrastructure, Geographic Information Systems (GIS), Desktop Support and Software Development, according to the job posting.

“This position oversees the planning and implementation of IT technology (hardware, computers, software, data, and applications), ensures that the technical work and responsibilities are carried out effectively, (and) performs administrative responsibilities including budgetary and team management tasks,” the posting says. The IT services manager will report to Thomas Schreiber, the county chief information officer (CIO).

The responsibilities of the manager include:
  • Participating with the CIO in the development of strategic planning and creation of policies and programs for the IT Department.
  • Developing county IT standards and operating procedures for departmental deployment and use of technology, including data and programming standards, workflow processes and data update maintenance procedures.
  • Providing technical advice and recommending policies, procedures, enhancements and services related to data and applications.
  • Meeting and negotiating contracts with vendors and technical consultants.

In addition, the manager will oversee projects involving county departmental staff and contractors; will represent the county with vendors and public and private agencies to implement and share data; will meet with department heads, managers, vendors and others to solicit cooperation and resolve problems; and will represent the county on local, regional and state committees.

Desirable qualifications for this position include at least two years’ supervisory or managerial experience and a track record of strong leadership. Candidates should be skilled in organization, analysis and communication, and should be comfortable expressing ideas, concepts and opposing viewpoints. They should have the demonstrated ability to understand complex technical concepts and to communicate these concepts to a non-technical audience. Candidates should also have knowledge and hands-on experience in managing GIS systems and a team responsible for the maintenance and support of GIS infrastructure.
