County Is Recruiting for Assistant CIO and System Manager

The responsibilities of the assistant chief information officer include recommending sourcing and vendor management strategies and participating in negotiations for software and hardware purchases and other equipment, supplies and services.

A Southern California county is recruiting for two key management positions in its Information Technology Services Department.

Ventura County is seeking an assistant chief information officer (ACIO) and a manager for the IT Server Management System.

The ACIO is responsible for the department’s daily operations and assisting county CIO Terry Theobald in formulating countywide IT polices. The ACIO is “extensively involved in the oversight of computer operations; development and maintenance of application systems and local/wide area networks; and operation and maintenance of radio, microwave, telephone, and data communication systems,” the job posting says. The ACIO will advise the CIO on the latest IT trends and is also responsible for implementation of a customer-focused, cost-effective central information technology organization.

“Critical competencies for success include demonstrated ability to create multiyear strategic plans, translate business and customer needs into technology goals, as well as exceptional communication and interpersonal skills that foster and maintain key relationships, and demonstrated unequivocal ethical and integrity,” the posting notes.

Additional responsibilities of the ACIO include:
  • Manages and monitors the daily ITSD operations and activities and, after review with the CIO, implements improvements and corrective action as required.
  • Conducts performance reviews and directly manages ITSD’s deputy CIOs.
  • Continuously measures the total cost of county technology including overseeing plans to reinvest in the IT infrastructure, performs investments analysis, and continually assesses the return on investment (ROI) for all IT initiatives.
  • Recommends ITSD sourcing and vendor management strategies and participates in negotiations for software and hardware purchases and other equipment, supplies and services.
  • Provides vision and leadership to assess potential areas of opportunities in which ITSD could facilitate delivery of county services; and seeks technology solutions to support ITSD customer business activities.
  • Conducts systemic and ongoing evaluations of ITSD’s services and operations for user satisfaction through studies and assessment activities. Implements benchmarking and performance metrics. Identifies operational problems and formulates and implements solutions.
  • Coordinates the preparation, presentation and control of ITSD’s various budgets. Reviews cost and revenue projections, manages revision of rates for billable services and equipment, validates staff forecasts of funds and expenditures, and implements budgetary adjustments as appropriate.

The position has an annual salary range of $140,030 to $196,061, and the recruitment is ongoing.

The system manager is “responsible for the operational efficiency and effectiveness of the IT Service Management System; designing, testing, maintenance, performance tuning, system configuration/modification, troubleshooting, and related technical support of the service management system,” according to the job posting.

Responsibilities of the role include:

  • Organizes and performs development efforts including design, testing, service catalog development and other scripting needs for IT Service Management System, e.g., ServiceNow, BMC, Ivanti, Cherwell.
  • Develops and supports custom and out-of-the-box workflows, process automation, report development, dashboard creation and system configuration for IT Service Management System.
  • Develops test plans, and tests new and existing hardware and software system performance, compatibility, and feasibility for IT Service Management System; recommends changes to ITSD management to improve performance of distributed network operating systems and/or assigned databases.
  • Conducts annual upgrades and patches, problem, and defect investigations, and mitigating of risks, and resolves customer issues while working with vendor and support sites.
  • Analyzes, troubleshoots, and develops solutions in support of new requests, existing daily problems associated with IT Service Management systems, operational tools and programming functions, database operations, and distributed processing.
  • Executes the IT Service Management process to design and deliver an exceptional user experience; manages users’ and stakeholders’ expectations; and understands and recommends solutions to meet business needs.
  • Researches, analyzes, coordinates and implements authorized IT Service Management software or software modules, scripts, workflows, reports and ancillary systems, e.g., ServiceNow, BMC, Ivanti and Cherwell.

Desirable qualifications and experience include configuration management; IT asset discovery; disaster recovery; languages and database management systems including JavaScript Object Notation (JSON), JavaScript, SQL and Oracle; operating systems, including Windows 10 desktop operation system; Microsoft enterprise service 2012 and above; cloud computing services including Microsoft Azure, Amazon Web Services and Google Cloud; and virtual servers, including VMware.

Candidates should have at least three years’ experience with administration and management of an IT Service Management System.

The position has an annual salary range of $94,687 to $131,580, and the recruitment is ongoing.
