County Seeking Proposals for ERP Software, System Integrator

Nevada County issued a request for proposals Monday outlining its need for enterprise resource planning software and a contractor to integrate systems. The first key date in the process is Jan. 2.

Nevada County is seeking proposals from vendors for enterprise resource planning (ERP) software and a system integrator to implement and support it for at least two years.

In a request for proposals (RFP) issued Monday, the county says proposals from qualified firms can address one or both parts: the software and/or the integration. The RFP and related documents can be found online (registration required).

“This RFP Selection Process will result in the award of one contract for ERP software licensing and one contract for a Systems Integrator (SI) or one combined solution of ERP & SI,” the RFP says. “ERP licensing may be submitted under a separate contract with contract terms exclusive to the license.” The request spells out four conditions:
  • System integrator contracts will be effective for an initial term of approximately two years, with an option to renew the contract for two additional one-year periods at the county’s discretion.
  • System integrators that are able to provide software licensing should include these details in their proposals along with separate descriptions of SI services and software pricing. Pricing of system integration/professional services must be listed separately from software costs. System integrators must list all software certifications.
  • The contents of the RFP document do not constitute a contract.
  • Submissions are separable; Nevada County may select some portions of a proposal without being obligated to select its whole. Final pricing will be negotiated based on the menu of services and software selected.

An online proposal conference is scheduled for 10 a.m. Jan 2. Firms interested in responding to the RFP are highly encouraged to attend and to read the documents beforehand, and attendees will have an opportunity to ask questions about the project. Here are other key dates for the project:
  • Responders submit notice of intent to bid at 5 p.m. Jan. 12.
  • Final online question-and-answer conference at 10 a.m. Jan. 17.
  • Proposal submission deadline is 5 p.m. Jan. 31.

The county will select a short list of top-ranked software vendors and system integrators for a series of presentations and/or demonstrations of their respective software or service including SI presentations, functionality and features, ability to meet requirements, and any other factors that may be relevant. There may be callback requests for further demonstrations before a final selection.

Evaluation of written proposals will be done in February, with final selection for software and integrator to be done February-April. Final selection for software and vendor proposals, along with contract negotiations, will be done in April-May. Contract approval by the Nevada County Board of Supervisors and a notice to proceed would be done in May-June.
