The Office of Cradle-to-Career Data(C2C), the state entity designed to help Californians navigate the education-to-employment pipeline, is recruiting for two specialty positions in technology.

The system is seeking a cloud architect (IT Specialist III) who will “fill a lead role in the design, development, maintenance and operation of the Data System,” the job posting says. The system is seeking candidates who are “constantly learning and engaged in the modern data stack ecosystem” and who “value simplicity and elegance in architecting solutions over needless complexity and have a sixth sense for evaluating platforms that are fit for purpose.”

Functions of the role, according to the duty statement, include supporting the design and development of the cloud data architecture; monitoring and reporting system health and resource consumption to C2C leadership; and working closely with vendors, internal business groups and C2C management. The role’s responsibilities include:
  • Design and develop: Lead the design and development of cloud architecture across multiple environments in Amazon Web Services (AWS) and SaaS products using industry best practices (35 percent).
  • Maintenance and operation: Lead maintenance and operation of the Data System and infrastructure design; review performance and security reports and address any issues; and communicate findings to management (30 percent).
  • Collaborate and support: Oversee cloud architecture work of external consultants to ensure alignment with business needs and stakeholders and collaborate with Data Infrastructure team members to guide and implement architectural improvements to cloud infrastructure (20 percent).
  • Share and consult: Conduct presentations to share documented patterns and best practices utilized by the Data System through a variety of forums including communities of practice; and advise on cloud architecture requirements and needs as part of project solicitation, vetting and scoping processes (10 percent).
  • Marginal functions (5 percent).

Desirable qualifications include:
  • Current AWS Certified Solutions Architect or DevOps Engineer certification
  • Experience integrating disparate data systems, preferably those housing educational data
  • Experience designing and implementing CI/CD pipelines and cloud‐based data warehouse solutions (e.g., Snowflake)
  • Experience designing and implementing Master Data Management (MDM) solutions (e.g., Tamr) and industry-standard Identity and Access Management (IAM) solutions (e.g., Ping Identity)

The position has a monthly salary range of $9,230 to $12,369, and the recruitment will remain open until the position is filled.

C2C is also recruiting for a senior data engineer (IT Specialist III) to serve as the lead on data pipeline engineering.

“You will be a proponent for modern data stack approaches at the state,” the job posting says. “You will ensure that data is available as a service for warehouses, digital services, dashboards, etc.” In addition, the incumbent will plan, develop and document policies and best practices, collaborating with other team members to help adopt modern cloud-based data practices.

Applicants must submit a statement of qualifications that addresses these points:
  • Please describe your experience (including number of years, in what role, and for what employer) engaging in data engineering projects. Highlight some examples and discuss the problem, your contribution and the approach, the result, and lessons learned.
  • How would you articulate the benefits of a cloud-based data stack to an audience most familiar with on-premise platforms?
  • How have you improved the data engineering practices in a former role? What approaches did you find most successful? Least successful?
  • What would you want us to know about you that you are not able to convey in the above three prompts?

Desirable qualifications for the position include:
  • Bachelor’s degree in information technology, social science, data analysis, economics, public policy, education policy or a related field
  • AWS Solution Architect professional certificate
  • Experience at the senior leadership level of planning and managing strategic projects and being accountable for results
  • Experience managing agile teams of professionals and effectively coaching them to achieve high performance
  • Experience designing, developing, deploying, securing and maintaining infrastructure of cloud-based data systems

More information about this role can be found in the duty statement. The monthly salary range is $9,230 to $12,369, and the recruitment will remain open until the position is filled.
