Departments Recruiting for GIS Officer, Managers

Candidates with expertise in geographic information systems, SQL and IT strategy are sought by the California Environmental Protection Agency, the Employment Development Department and First 5 California.

State departments are seeking candidates for several technology positions.

The California Environmental Protection Agency (CalEPA) is recruiting for a geographic information officer (IT Specialist III) to take lead responsibility for the development of GIS architecture policies, strategies and standardized GIS frameworks for the boards, departments and offices under CalEPA.

“Working with stakeholders, both leadership and subject matter experts, the ITS III shall apply best practices to build and document a holistic view of the geospatial strategy, processes, architecture and information that show how the current and future needs of an organization will be met in an efficient, sustainable, agile, and adaptable manner,” the job posting says. “This includes maintaining and supporting web- and cloud-based technologies and services, such as the GIS and data portals, and transforming how services are delivered.”

Desirable qualifications for this position, according to the posting and the duty statement, include:
  • Expertise implementing GIS enterprise applications
  • Expertise in GIS architecture
  • Expertise in information security standards
  • Expertise in programmatic languages to support GIS (i.e., Python, R, SQLE, JavaScript)
  • Knowledge of project management methodologies

The position has a monthly salary range of $8,700 to $11,659, and the application deadline is Sept. 22.

The Employment Development Department (EDD) is seeking a manager to oversee the SQL Server Database Group. The incumbent (IT Manager I) will “play a central role in ensuring the integrity, security and efficient operation of our SQL databases,” the job posting says, “and will be instrumental in managing and optimizing our database systems, ensuring data-driven operations are seamless and effective.”

Among the duties of the position are:
  • Leadership and management: Lead, coach, mentor and manage a diverse team of database administrators and engineers, fostering a culture of continuous learning, improvement, and operational excellence.
  • Database oversight: Maintain and ensure the integrity, security and availability of multiple database systems.
  • Optimization: Regularly monitor database performance, implementing optimizations and adjustments as required for peak performance.
  • Upgrades and installations: Plan and implement database upgrades, ensuring that any changes or additions align with company needs and industry best practices.
  • Documentation: Regularly document database processes, structures and protocols to ensure clarity and consistency.

For this role, according to the job posting and duty statement, the following qualifications are desirable:
  • Five or more years of experience managing and leading a team in the field of data administration, database performance engineering or related disciplines with a strong record of team development and individual growth.
  • Strong engineering and design skills, with solid understanding of real-time high performance, scalable and distributed systems.
  • Strong experience in Microsoft SQL Server and Windows Server.
  • Expertise in designing physical and logical data models for online transaction processing or data warehouse.

First 5 California (F5CA), which supports early education and health programs for young children prenatal through age 5 and their families, is seeking an IT Manager I candidate to be responsible for formulating First 5 California’s IT strategy and policy.

The manager will provide daily supervision and oversight to professional IT staff, as well as developing and managing IT contractor compliance, according to the job posting.

“The ITM I will also have responsibility for acting as F5CA’s operational and hands-on expert on all technological components and security for F5CA’s IT network and systems,” the posting says. “The ITM I will handle all software, hardware, maintenance renewals and CDT filings.”

The ideal candidate will have experience with multiple technologies, including Microsoft Active Directory, Microsoft Server 2016 or above, Microsoft Internet Information Services, VMware vSphere Version 7.0 or above, Dell/EMC Storage Area Network Devices, Barracuda Cloud Anti-Spam and Backup Device, Malwarebytes Endpoint Protection and Response, Palo Alto PA-820 Firewall and GlobalProtect VPN secured by Okta 2 Factor software.
