Deputy Director, Chief Roles Among State Positions in Recruitment

The agencies seeking leadership candidates include the Employment Development Department and the Office of Systems Integration.

Two state agencies with large technology footprints are recruiting to fill key leadership positions.

The Employment Development Department (EDD) is seeking candidates for deputy director (Career Executive Assignment) over EDDNext. That initiative, according to the department, is a “multiyear technical innovation project” with the goal of delivering “customer-centric services and exceptional business value” by engaging with customers to improve EDD’s unemployment, disability, and paid family leave benefits programs.

The deputy director, according to the job posting, “will be the full-time product owner of the EDDNext project.” The deputy director will advise the technical director and business director on how to reduce and mitigate project risks.

Desirable qualifications for the position include:
  • Demonstrated experience in broad IT administrative and program activities, including the execution and evaluation of IT policies.
  • Demonstrated experience overseeing operational functions to effectively align with executive direction, organizational goals and outcomes.
  • Demonstrated experience in leading organizational change. In your response, include a specific example of an organizational change that you led including change management strategies that you used to implement the change.
  • Demonstrated experience providing IT contract management and authorizing IT procurement and contracts.
  • Demonstrated experience with the planning, development, maintenance, installation and support of large system applications in a multi-tier environment.
  • Strong leadership and management team experience demonstrating an ability to create a clear vision, set goals and expectations, encourage leadership, teamwork and initiative at all levels, and use sound judgment in managing varied programs.

The position has a monthly salary range of $12,329 to $19,557, and the application deadline is May 5.

The Office of Systems Integration (OSI), part of the California Health and Human Services Agency, is recruiting for a chief (IT Manager II) of Governance and Performance Management.

Adam Dondro, CHHS’ agency information officer, posted the recruitment on LinkedIn with this note: “Who wants to help lead CalHHS into the future? We’re looking for a thoughtful, collaborative leader who can lead our Governance and Performance Management efforts across the entire agency. You’ll get to work with senior executives at the agency level and across all of our departments, and help guide the strategy and vision for solving some of the most critical problems in the state! I promise you, there isn’t another position like this out there! Spread the word!”

The job posting says: “We currently seek a collaborative, analytical and relationship-driven individual to lead our OSI and interdepartmental efforts for continuous improvement and related performance measurement. As the driving force behind these critical functions, this position can shape the direction of our organization and play a key role in CalHHS agency’s success.”

Desirable qualifications for the role include:
  • Extensive experience in governance and performance management, preferably in a leadership role and/or in the public sector. This could include experience in areas such as change management, risk management, compliance, internal audit, strategy and planning.
  • A strong ability to think strategically and translate business objectives into effective governance and performance management strategies.
  • Strong analytical and synthesis skills, including the ability to collect and analyze data to make informed decisions and identify opportunities for improvement.
  • Excellent communication skills, including the ability to communicate complex ideas and data to different stakeholders in a clear and concise manner.
  • Strong leadership skills, including the ability to inspire and motivate a team and influence others across the organization.
  • Knowledge of the organization and functions of state government and/or health and human services programs; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; the department’s or agency’s equal employment opportunity objectives; and a manager’s role in the equal employment opportunity program.
  • Familiarity with relevant software, tools and technologies used for governance and performance management, such as risk management software, project management tools, and data analytics platforms.
