Developing Opportunities: LA County Public Works and More

Not every IT project in California is out for bid or in solicitation mode. Numerous public-sector entities around the state are in much earlier stages on technology or innovation projects and may later release requests for proposals and invitations to bid.

Industry Insider — California regularly spotlights such endeavors in its Opportunities section. Here’s a look at several public-sector governmental entities with technology or innovation-related initiatives:

  • The Los Angeles County Department of Public Works plans an infrastructure project: Intelligent Transportation System Improvements — East Los Angeles Fiber 2013 CFP. Located in East Los Angeles and Commerce, the project’s estimated release date is October 2024 and the estimated project value is $1.3 million.
  • The University of California, San Francisco has issued a request for information seeking qualified business suppliers and manufacturers to provide a Secure Access Service Edge. Responses are due Aug. 14.
  • San Mateo County’s $7.7 billion Recommended Budget for the 2023-24 and 2024-25 fiscal years, which supervisors approved June 28, indicates movement toward an Electronic Health Record (EHR) system. In health IT, the county would add 22 positions: 15 EHR analysts, five EHR supervising analysts, and two health information systems and technology managers. Recommended funding in FY 2023-24 is $77.7 million, with rounding. It’s listed as a priority across both fiscal years: “Starting in the Medical Center, this new system will replace many systems within health, impacting 1,000 users and more than 70,000 patients.”
  • The city of Palo Alto’s $1 billion proposed capital budget for FY 2024, approved June 19, contains considerable planned technology spend, including police video recording systems replacement, a computer-aided dispatch upgrade for public safety, and improvements to customer utility billing.
  • Santa Clara County is in the early stages of countywide security improvements, according to its 10-Year Capital Improvement Program (CIP) from FY 2023-24 to FY 2032-33. The budget would provide funding for security and safety projects in facilities across the county, including fortifying existing security, and security systems capable of ensuring employee and client safety, confidentiality and privacy. The CIP also highlights the need for tech infrastructure improvements to support digital access and services, including expanded access to online services and cybersecurity measures. More than $1.3 million is budgeted for the countywide security improvements. County supervisors on June 15 approved an $11.3 billion budget for the county, for the new fiscal year.
  • The city of San Diego’s Information Technology Strategic Plan for FY 2024-28 spotlights the work of the Department of Information Technology, which delivers enterprise IT to 34 departments and more than 12,900 employees across 400 locations, as well as to the city’s 1.4 million residents. Business drivers, which include technology modernization, resiliency and cloud, are also reviewed. Goals include advancing IT service delivery by enhancing technology contracts for transparency, oversight, and operational excellence.
