The county of Los Angeles and the California State University system are among the state and local entities in the early stages of technology projects.

Before government technology procurements reach solicitation or proposal stage, public-sector organizations have likely spent many months doing their homework in earlier stage explorations like those detailed below.

Industry Insider — California regularly spotlights such endeavors in its Opportunities section. Here’s a look at several public-sector governmental entities with early-stage technology or innovation-related initiatives:

  • Los Angeles County, the nation’s most populous county, has announced it will release an RFP, likely in August, seeking to retain a vendor for the Gateway Cities Fiber Optic Communications and CCTV Camera Project. Per a county projects map, the project is aimed at enhancing the Intelligent Transportation Systems, upgrading South Gate’s traffic signal communications, and creating a fiber-optic backbone network from county traffic signals west of Alameda Street through South Gate, Downey, and Norwalk. Estimated project cost is $2.4 million; estimated construction start is spring of 2025.
  • Sacramento Municipal Utility District on Tuesday issued a request for bids seeking RedSeal software and professional services. SMUD is looking for bids to establish a multiyear blanket order for the products and services, including initial implementation. Products will include authentication server software, transaction security and virus protection software, and network security or virtual private network (VPN) equipment software. Contract term will be three years with two optional one-year extensions; value is estimated at $500,000 to $1 million. Responses are due by 2 p.m. Jan. 11.
  • The trustees of the California State University system announced Wednesday that they are seeking statements of qualifications (SOQ) from interested and qualified entities capable of doing a design-build to take part in a competitive request for proposals (RFP) process to construct the Matador Success and Inclusion Center (MSIC) at Cal State Northridge. It will be a new campus building housing the Identity Based Resource Centers, the Ethnic Studies Center for Research, Activism, and Community Empowerment, the Community High Impact Programs group, the Matador Achievement Center, and the Athletics Administration offices. The building will be a standalone structure of roughly 40,000 gross square feet. The RFP will follow submission of an SOQ. Maximum acceptance cost is estimated at $50.8 million, with rounding. SOQs are due by 3 p.m. Jan. 25. A “B” contractor’s license is required. A short list will be published March 1 and an RFP pre-submittal conference will be April 24. Project completion is expected in July 2027. Details may be found at the California State Government Marketplace.
