DGS Director Fred Klass announces expansion of negotiation process to procure IT goods and services

Department of General Services Director Fred Klass this week announced that his department is expanding the use of negotiations under Public Contract Code Section 6611 as a tool to procure IT goods and services, among other things.

“DGS is proposing a new procurement process, an expanded use of 6611 that will we will think streamline the processes for departments in negotiations, add flexibility to the circumstances under which negotiations can be used and clarify the negotiation process,” said Klass who noted that the traditional sealed bid process sometimes does not work well with major IT projects.

The announcement was made on Wednesday at the annual TechAmerica / Deltek conference in Sacramento.

By using the negotiation process, the state saved $1 billion on the Fi$CAL contract, Klass said.  He cited success with the FI$CAL, CalTrans and MyCalPays projects.

RE:    Revision to Negotiation Process Procedures under Public Contract Code 6611

This Broadcast notifies State departments, agencies and other stakeholders of the proposed revision to the negotiation process under Public Contract Code (PCC) 6611. There are two documents, a summary of the changes and proposed language revisions to the State Contracting Manual (SCM), Vol. 3. These documents outline the procedures governing the Department of General Services’ (DGS) use of negotiations as well as the procedures departments or agencies must follow when requesting that the DGS authorize negotiations for IT goods and services.

The DGS welcomes your review, comments and proposed revisions to these documents. If possible, use the complete Word document with tracked changes to submit comments and revisions. Submissions received by September 28, 2012 will be reviewed.
