- REXX, ISPF, CLIST, or other database automation development skills/experience.
- Knowledge of principles, practices and trends of public and business administration, budget, personnel, program management, management analysis, planning and program evaluation.
- Willingness to experiment and switch to a suitable technology without being biased toward technologies of experience.
