EDD Recruiting for Manager to Oversee Tech for ‘Critical’ Online Disability Operations

The California Employment Development Department (EDD) is recruiting for a manager (IT Supervisor II) to oversee the State Disability Insurance Operations (SDIO) Group’s technology and support.

The manager will be responsible for “one of EDD’s most critical applications, the SDIO system,” the job posting says, and will oversee a team that provides SDIO’s application operational support. “The incumbent is responsible for the effective operations and maintenance of the SDIO application and the system it operates within, including, but not limited to, interfaces and environments,” the posting says. The manager will “ensure that departmental customer needs and service levels are met, ensure that systems are of high quality in terms of efficiency and maintainability, and comply with the division’s standards for systems documentation and performance.”

The manager also “leads and is responsible for a variety of support activities for the SDIO application including … application and system monitoring, incident management, environment support, build deployments, batches, hardware/software upgrades, analysis and creation of scripts for manual database corrections for hardship claims,” according to the duty statement.

Essential functions of the position include:
  • Supervise and direct multidisciplinary technical staff in the performance of the Software Development Lifecycle (SDLC) that includes analysis, design, test, implementation and performance of tasks related to the development, support and maintenance of standalone and integrated IT systems.
  • Independently be responsible for and perform administrative functions related to IT governance, workload and project management, performance measurement, contract and vendor management, procurement and asset management, data, security and risk management. Responsible for program, project, and staff decisions and actions.
  • Establish cooperative relationships and gain support of key individuals to accomplish goals. Act as the primary IT liaison, partnering with customers to ensure that needs are met and to identify opportunities for future automation and improvement.
  • Plan, administer and monitor expenditures; assess, analyze and identify IT policy needs; and apply personnel management, business, leadership and management principles. Identify training needs and develop training plans. Conduct performance evaluations, coach and mentor staff, and identify and resolve staff performance issues.
  • Serve on the Product Development Division Management Team and participate in and support strategic planning and Equal Employment Opportunity objectives.

Desirable qualifications for the role include:
  • Experience planning, delegating and evaluating the work of others.
  • Experience leading software development project teams, including in all aspects of the Software Development Lifecycle.
  • Experience working directly with vendors and/or contractors to implement software solutions.
  • Over five years of lead experience with .Net, SQL technologies.
  • Experience analyzing project documents for impact analysis and test effort estimates.
  • Possess strong writing, analytical, and research skills with the ability to compose accurate, concise, and detailed written determinations and proposed decisions.

This position has a monthly salary range of $7,783 to $10,428, and the application deadline is May 1.
