EDD Tech Leader in Spotlight for Industry Insider Member Briefing

The veteran technology executive’s state service spans four decades.

An Industry Insider — California Member Briefing on July 28 will feature Rita Gass, chief information officer for the Employment Development Department (EDD), one of the largest and most public-facing entities in state government.

Gass oversees one of the nation’s largest and most vital stores of information. EDD’s critical services to millions of California residents include Unemployment Insurance and State Disability Insurance, maintaining employment records for more than 17 million workers; and by conducting the audit and collection of payroll taxes, effectively serving as the state’s largest tax collection agency.

Before joining EDD in 2020, Gass served as chief information officer at the California Secretary of State’s Office (SOS) and spoke at an Industry Insider Member Briefing in that capacity in September 2018, and again that December at the State of Technology Industry Forum. Prior to joining the Secretary of State’s Office, Gass was CIO at the California Conservation Corps for more than eight years; and previously, she spent more than eight years at the California Energy Commission, most recently as technical project manager.

Since coming to EDD during the COVID-19 pandemic, Gass has worked to reduce fraud, modernize IT and transform the user experience — introducing cloud computing and utilizing robotic process automation (RPA), chatbots and artificial intelligence-driven solutions.

Gass received her bachelor’s degree in economics from the University of San Agustin, and earned a Master of Science degree in computer information systems from the University of Phoenix.
