FI$Cal Opens Recruitment for Chief Information Security Officer

The Financial Information System for California seeks someone to assume full responsibility for all of FI$Cal’s sensitive data/systems — automated and manual, physical and logical, on-premises and cloud-deployed.

The department that operates the budgeting, procurement, cash management and accounting functions for state government is recruiting for a chief information security officer (IT Manager II).

The Financial Information System for California (FI$Cal) seeks someone to manage the department’s Privacy, Information Security and Compliance program and to assume full responsibility for all of FI$Cal’s sensitive data/systems — automated and manual, physical and logical, on-premises and cloud-deployed.

The CISO will have “full management responsibility for organizing, planning, and directing all activities associated with the FI$Cal Enterprise Security Services Office (ESSO),” the job posting says. “The ESSO is also responsible for design, development, implementation, and ongoing support of information security tools including the Identity and Access Management tools and for managing the FI$Cal user access fulfillment processes.”

The CISO will report to Kanuri Murty, FI$Cal’s newly named deputy director for IT and chief information officer. The CISO will manage two people with the IT Manager I classification and will oversee the work of consultants and partner staff.

The job functions include:
  • Information security strategic planning and policy management (30 percent)
  • Information security program and risk management (20 percent)
  • Access control, governance, risk and compliance (15 percent)
  • Security infrastructure operations (10 percent)
  • Administrative (10 percent)
  • Staff management (10 percent)
  • Other duties as needed (5 percent)

Desirable qualifications for the position include a bachelor’s degree in IT, computer science, information security, engineering, software development or cybersecurity. In addition, candidates should have credentials including as a Certified Information Systems Security Professional (CISSP) and a Certified Information Systems Auditor (CISA).

The position has a monthly salary range of $10,421 to $12,668, and the application deadline is April 5. More information can be found in the duty statement.

FI$Cal has had significant leadership changes in the last couple of years, including the appointment of a new director, Jennifer Maguire, who succeeded Miriam Barcellona Ingenito, and a new chief deputy director, Subarao Mupparaju, a former CIO for FI$Cal.
