Former Stockton CIO Ruijling Named Chief Innovation Officer for Tracy

The veteran technologist will lead Tracy’s Innovation and Technology Department, as well as its smart city initiatives.

Norbert Ruijling, a veteran technologist with a deep background in government and the private sector, has been named chief innovation officer for the city of Tracy.

Ruijling most recently served as Stockton’s chief information officer and director of the city’s IT Department, a role he had held for five years after being promoted from director of Enterprise Resource Planning.

Tracy’s acting city manager, Midori Lichtwardt, announced Ruijling’s hiring recently after a nationwide recruitment.

“Norbert Ruijling comes to us from the city of Stockton, where he led their technology transformation over the past six years,” her announcement said. “He has over 25 years of experience in technology leadership in different industries, including over 20 years in the private sector working for Fortune 500 companies. He started his career working for Accenture as a business and technology consultant in various European countries. Norbert spent five years working for a premier medical device company in New York, followed by a 10-year career in Michigan for Masco Corp. in various roles.”

Ruijling has been active in professional organizations, including the Municipal Information Systems Association of California, and has participated in industry forums. He was also instrumental in Regional Innovation for Sustained Excellence, a tech-focused initiative that was centered in the San Joaquin Valley.

Ruijling, who will report to Assistant City Manager Karin Schnaider, will lead Tracy’s Innovation and Technology Department, as well as its smart city initiatives. The city positions itself as “poised to become a driving force in the realm of technology and innovation.”

Ruijling received his master’s degree in business administration and his bachelor’s degree in finance. He has numerous professional credentials and certifications. He’s trilingual, speaking German and Dutch in addition to English.

“He is a passionate advocate for using the power of technology to drive positive change in communities,” Lichtwardt said.
