As planned on July 1, Franchise Tax Board (FTB) implemented EDR Release 2.0! Release 2.0 is the third release of nine releases planned for the EDR project. EDR is a 5 year modernization effort which started in 2011 and will complete in 2016. The project modernizes FTB systems and generates additional revenue for the State. The revenue target for the 12/13 fiscal year was $175M and over $340M was generated.
This release has two major components:

Internal Taxpayer Folder Portal
Scanning of FTB Correspondence
Release 2.0 provides the initial pilot functionality for automatically routing specific correspondence to the appropriate business areas, prioritizing it for access by a user, viewing certain tax returns and documents, and allowing comments. The correspondence included in Release 2.0 is associated with Personal Income Tax (PIT) Return Information Notices without payments. Over the next year, additional types of correspondence will be added to the system.
Internal Taxpayer Folder Portal
The Taxpayer Folder Portal functionality includes:
- Search for an individual or organization.
- View demographic and contact information View TI tax return and payment information.
- View images of PIT returns and payments.
- View images of scanned correspondence.
- Add and view comments.
In addition, FTB continues to be committed to becoming a digital office. In June, we made two important steps forward. We worked with financial institutions to issue our first electronic levies. And, we are now using Image Cash Letter technology (also known as Check 21) for all paper checks we receive!
