The Gartner Consulting office in Sacramento has announced four new hires in its North America State and Local Government Practice.

Francisco Flores joins Gartner Consulting as an associate director. Flores is a well-rounded technical project specialist with 14 years’ experience designing, implementing and managing projects and programs for large-scale public agencies. He has extensive experience in all aspects of application design, development, implementation and post-production support in both waterfall and agile environments. Flores holds a bachelor’s degree in computer science from University of the Pacific, a Professional Scrum Master (PSM) certification from Scrum.org, and a Six Sigma Green Belt.

Navdeep Doad joins Gartner Consulting as an associate director. Doad has strong project management, agile transformation and technical skills working with clients to assist in their business transformation and technology strategies. His professional background spans both the public sector and private commercial, with a combined eight years’ experience in agile transformations and overall management processes embedding project initiation, development and delivery success jointly in business units and IT business plans. Doad holds a bachelor’s degree in information technology from Punjab Technical University in India and a Professional Scrum Master (PSM) certification from Scrum.org.

Zohaib Anwar joins Gartner Consulting as an associate director. Anwar’s area of expertise is project/program management, advising/consulting, software implementation and risk management. He also has developed project-based expertise in cloud migration, change management and data privacy. Anwar holds a bachelor’s degree in international relations with a minor in finance from University of South Florida. He also has various certifications: CBAP (Certified Business Analysis Professional), Splunk Administrator and ITIL V3 Foundation.

Colin Moynihan joins Gartner Consulting as a consultant with a focus on digital talent and organization (DTO), and data and analytics (D&A). He brings over seven years’ experience in project and program management (PPM) and engineering. Moynihan’s previous experiences include both public- and private-sector clients. Moynihan holds a master’s of business administration from UC San Diego’s Rady School of Management and a bachelor’s degree in environmental engineering from UC San Diego’s Jacobs School of Engineering.
